If you have installed NBA2k13 in your PC but failed to play it because of the XINPUT1_3.dll is missing then I think I can help with your problem because I also experienced such problem and solved it
And in this article I will be showing you on how I resolved mine and hopefully resolve yours. So basically all you have to do is download DirectX End-User Runtime and install it to you PC.

It's as simple as that. But, if you have another problem now on how to install Direct X end user then you should read this next article(A cabinet file necessary for installation cannot be trusted. ) because I also experience such problem and solved it again. LoL
